ANNUAL TOWN MEETING NOTICE IS HEREBY GIVEN
To the legal residents of the Town of Elgin in the County of Kane and State of Illinois, that the Annual Meeting of said Town will take place on April 16, A.D. 2013. The Town Meeting for the transaction of miscellaneous business of said Town will be held at the hour of 7:00 o’clock p.m. on said day at the Elgin Township Offices (lower level), 729 S. McLean Blvd., Elgin, Illinois 60123 and a Moderator having been elected, will proceed to hear and consider reports of officers and decide on such measures as may, in pursuance of law, come before the meeting, and especially to consider and decide the following:
- Set time, day and place for the 2014 Annual Town Meeting
- Supervisor’s Annual Treasurer’s report
Please park in the rear of the building; meeting will be in the lower level.
Only registered voters of Elgin Township will be permitted to vote on Township business per III P.A. 89-331, effective 8-17-95. Registration begins at 6:30 p.m.

Department of Energy Grant to make homes more energy efficient: The grant focuses on energy retrofits and specifically air sealing and insulation. It has been determined that these methods offer the most effective method of reducing energy costs.The program is not income dependent.
To Start: home energy assessments cost $99.00.
A contractor comes to your home and tests the home for air quality and insulation. When the contractor is finished he will offer a menu of items that could be performed to make your home more energy efficient.
You are under no obligation at this time. If you choose to have the items completed Energy Impact Illinois will pay 70% of the total bill up to $1750.00. Averages over the last year have indicated that an average cost for the work is 2500.00. In this case the grant will pay $1750.00.
There are no forms to fill out.It is not a rebate, the dollars are paid directly to the contractor.All contractors have been certified by the building performance Institute.

Elgin Township- Discount Rx Card- Frequently Asked Questions
The discount prescription card program helps consumers save money on their prescription medications if their prescriptions aren’t covered by insurance.
- The free cards are distributed by Elgin Township in conjuction with WellDyne Rx and may be used locally and nationwide at any participating retail pharmacy nationwide.
- The discount card is not intended to replace insurance.
How much will people save?
Savings average over 50% annually.
- Discounts may be higher or lower, depending on the drug and quantity purchased.
- Over 60,000 brand name and generic drugs available under the program.
Who can use the card?
- All township and non-township residents regardless of age, income or existing health coverage may use the cards.
- There are no enrollment forms, no membership fees or restrictions on the frequency of use.
- Cardholders and family members may use the card any time their prescriptions are not covered by insurance.
Is there a Website for information about the card?
Can a health insurance prescription card be used at the same time with the WellDyne Rx Card?
- You are not able to use both your health insurance and this card for the same prescription.
- If a prescription is not covered under a health insurance plan, the WellDyne Rx Card may be used to obtain a discount.
Does everyone qualify to use the card?
- Anyone over the age of 18 may use the card.
- A parent or guardian can get discounts on prescriptions for dependents who are under the age of 18 years.
Are there limits on usage?
- A cardholder and their family may use the card as often as needed.
- Family members include all dependents, including grandchildren.
What does a cardholder pay?
- The cardholder pays the negotiated discount price or a pharmacy’s retail price whichever is lower.
- There are no charges or fees for the card.
What if the cardholder is a Medicare Part D participant?
- The card may help Medicare participants save on their prescriptions while in the “donut hole”.
Which pharmacies participate?
- More than 59,000 pharmacies nationwide accept the card, including all chain pharmacies and over 95% of the independents.
- Most pharmacy locations serve as pick-up locations for the card.
- Go to www.coast2coastrx.com to search for pharmacies in the network and locations where the card may be picked up.
- Residents may also print a card from the Website.
Is information confidential?
- Cardholder information remains confidential and is not resold to a third-party for any reason.

Dear Resident:
As the result of the 1,400 affected households that approved a measure in the April election giving the township officials the freedom to negotiate a garbage contract on their behalf. The township board has signed a three year contract with Allied Waste Service of Eglin. The new program with Allied Waste / Republic Services will been January 1, 2012. Allied Waste / Republic Services is responsible for the collection and disposal of refuse and the collection and processing of recyclables and yard waste for all residents.
Under this new program each resident will receive a 95 gallon trash cart and 65 gallon recycle cart that will be distributed to those homes, who do not currently have carts during the week of December 19, 2011

Collection Days: All material (refuse, recyclables, and yard waste) will be collected on the same day, once per week on Thursday. The collection day may change during a holiday weeks as described below.
Holidays: There will be no collection on the following holidays:
New Year’s Day Memorial Day Independence Day
Labor Day Thanksgiving Day Christmas Day
If your weekly collection day falls on or after one of these holidays, your collection will be delayed by one day.
Collection Hours: All material must be placed out, at the curb, no later than 7:00 am on your scheduled collection day, as collection can begin after 7:00 am.
Billing: Allied Waste / Republic Services will invoice you quarterly, in advance, for these services. Payment is expected upon receipt. The monthly rate for a single family home is $18.00 and the senior rate is $16.20 (senior over 65 years old).
Missed Collection: If your material is not collected for some reason, please call Allied Waste / Republic Services by 11 am the following day of your scheduled pick up, at (847) 429-7370 to report it missed. Missed pick ups will be collected the following work day.
Republic Services Office Hours: The customer service department is staffed with live operators between the hours of 8:00 am – 5:00 pm Monday through Friday.
Refuse Information: Ninety five gallon refuse carts will be provided, any additional refuse can be placed in cans or plastic bags not exceeding 33 gallons in size and 50 pounds in weight and have a stickers attached in order to be collected. Refuse that cannot be containerized must be securely tied and bundled. Bundles must not exceed 4 feet in length and 50 pounds in weight. Additional refuse carts are available; see the Special Services section for details.
Recycling Information: Sixty Five gallon recycle cart will be provided to each resident. Please see the attached sheet for a complete list of acceptable recyclables, how to properly prepare them and other important recycling information. Extra recycling can be placed in bins or other containers clearly marked as recycling. The containers must not exceeding 34 gallons in size and 50 pounds in weight. Residents moving into new construction will be issued one recycling bin free of charge. Additional recycling carts are also available, see the Special Services section for details.
Yard Waste Information: Yard Waste collection is offered each year from April 1st through November 30th. Yard Waste must be placed in either biodegradable paper bags, each bag must have a sticker attached in order to be collected. Bags and cans must not exceed 34 gallons in size and 50 pounds in weight. Branches and brush less then 5 inches in diameter, that do not fit in a can or bag, must be securely bundled, with string or twine, bundles must have a sticker attached as well. Bundles must not exceed 4 feet in length and 50 pounds in weight. Branches and brush larger than 5 inches in diameter are treated as refuse.
Bulk Items: Residents may place bulk items out for collection on the same day as their regularly scheduled pickup. Bulk items are items which are too large to fit in an approved refuse container but can reasonably moved by one person. Examples of these are: furniture, bathroom fixtures, large toys, bikes, exercise equipment, carpet (rolls must be 4 feet in length or less and securely tied), swing sets (must be cut into sections 4 feet in length or less), small outdoor appliances (all fluids must be completely removed), barbecue grills, etc. Please contact Republic Services customer service department at (847) 429-7370 for more details and to schedule a special pickup for larger items. A separate fee may apply for items to large for one person to load.
Construction Debris: Construction and remodeling debris must be contained in either cans or plastic bags not exceeding 34 gallons in size and 50 pounds in weight. Construction and remodeling debris that cannot be containerized must be securely tied and bundled. Bundles must not exceed 4 feet in length and 50 pounds in weight. Construction and remodeling debris must be from “do-it-yourself” type projects and may not exceed one cubic yard in quantity.
White Goods: State law prohibits residential appliances and tires in landfills. Please call Republic Services at (847) 429-7370 to make arrangements for the collection of these items. A separate fee of $30.00 / item will apply and is due upon collection of the item(s).
Special Services: Separate services include, but are not limited to, backdoor pickup, 95 gallon, 65 gallon, 35 gallon refuse or recycling cart rental, dumpster rental, and the collection of large amounts of construction and remodeling debris. Additional carts are available on a monthly rental rate of $3.00 for any additional 95 gallon, 65 gallon and 35 gallon carts.
